Freeza takes round 1 due to his variety of techniques, and simply having greater skill than Zarbon. It's a toss up for round 2, as while Freeza does constantly lose power in his state, Zarbon was shown to be overconfident while assuming his monster form, meaning that Freeza could potentially still defeat him before he lost too much of his strength. He did manage to gain the upperhand on SSj Goku for a short while in their beam struggle, despite Goku having a strength advantage. Overall, Freeza would win more times than not.

He fought somewhat decently against Super Saiyan Goku, despite being weaker. And he has better durability feats and techniques.

Second, round I'd barely give it to Frieza, mainly cause he was able to stay alive with no ki from an enraged Super Saiyan Goku (attributed to his survivability). And at the beginning of it, he was competing pretty well for someone weaker than his opponent.

The guy still had Goku panting during the fight, that's not exactly a good sign if you're opponent isn't somewhat relative to your power.

Frieza's durability alone should allow him to outlast and murder Zarbon, nevermind his far more dangerous arsenal of techniques and his penchant for murder. I don't think Zarbon could beat Frieza even if he was a little bit stronger than him, as Goku, going by power-scaling, was far stronger than Frieza but could not finish him off with ease, whereas Vegeta did so to Zarbon even with a much, much smaller difference in their power.

One of the Budokai Tenkaichi series? I haven't played either in so long, but it sounds like one of those unique dialogues you get from having Frieza vs. Zarbon.

The very durable Freeza displays an array of techniques vs. Goku, and also fights him very well in hand-to-hand combat, nearly suffocating Goku while not using his hands. Zarbon shows nothing noteworthy in his fights, I can't envision a scenario where he comes out on top here. Freeza definitely wins.

Just checked, looks like in Budokai Tenkaichi 2, that line was used by Cooler to reference one of his henchmen. Seems they recycled it for Raging Blast 2 heh

Frieza's durability is what's going to win this for him. Zarbon got a punch in his stomach from Vegeta who wasn't ridiculously stronger than him. Zarbon isn't going to be able to take as many hits as Frieza can. Frieza wins both rounds.
